  16. after 35 years in the Army; in Washington, D.C. The politically
  17. deft general who won popular acclaim during the Persian Gulf
  18. War stepped down in an elaborate outdoor ceremony at which President
  19. Clinton awarded him the Medal of Freedom. In doing so, Clinton
  20. warmly praised the man with whom he had clashed on a number
  21. of issues, most notably the role of gays in the military. The
  22. first African-American to become the nation's top soldier, Powell
  23. is writing his memoirs for $6 million and is often mentioned
  24. as a prospect for high political office--including the highest.
